Five kilometers north of the city of D. I. Khan lies a sprawl of mud homes built for and lived in by thousands of Afghan refugees. In spite of multiple appeals by international rights bodies, Pakistan’s caretaker government has remained relentless in its mission to expel all illegal migrants from its domain. Those yet to be rooted out and driven across the border back to an Afghanistan under Taliban rule are arrested by deep fear and anxiety, while arbitrary arrests by police personnel as an extortion tactic has forced them to leave their jobs and remain confined in their homes to avoid this harassment.

ڈیجی میپ اور ممبر اداروں کا پاکستان میں بچوں کے حقوق کی بہتری کا مطالبہ 

اسلام آباد – 20 نومبر 2023:- بچوں کا عالمی دن ہر سال 20 نومبر کو منایا جاتا ہے۔ اسی دن 1989 میں اقوام متحدہ کی جنرل اسمبلی نے بچوں کے حقوق کے کنونشن کی باقاعدہ منظوری دی۔ پاکستان دنیا کا پہلا اسلامی ملک ہے جس نے اس کنونشن کی توثیق کی۔ ڈیجی میپ یہ یقین رکھتا ہے کہ پاکستان میں بھی بچوں کو وہ تمام حقوق اسی طرح ہی میسر ہوں جن کا ذکر کنونشن آن دی رائٹس آف دی چائلڈ کے ٥٤ آرٹیکلز میں کیا گیا ہے۔

بچوں کے حقوق جو بنیادی طور پر انسانی حقوق کے زمرے میں ہی آتی ہیں جنھیں پاکستان میں شدید چیلنجز کا سامنا ہے۔ ساحل ‘ظالم اعداد’ کی رپورٹ کے مطابق جنوری سے جون 2023 تک بچوں کے ساتھ جنسی زیادتی کے کل 2227 واقعات رپورٹ ہوئے جن میں اوسطاً 12 بچے روزانہ جنسی زیادتی کا نشانہ بنتے ہیں۔ پائڈ کی رپورٹ کے مطابق پاکستان میں پانچ سے سولہ سال کے درمیان 23 ملین بچے سکولوں سے باہر ہیں. اسکول نہ جانے والے بچوں کی تعداد کے حساب سے پاکستان کا دنیا میں دوسرا نمبر ہے۔ یونیسیف کی رپورٹ کے مطابق تقریباً 3.3 ملین پاکستانی بچے چائلڈ لیبر کا شکار ہیں۔ چونکا دینے والی بات یہ ہے کہ 20-49 سال کی تقریباً ایک چوتھائی خواتین کی شادی 15 سال کی عمر سے پہلے اور 31 فیصد کی اٹھارہ سال کی عمر سے پہلے کر دی جاتی ہے۔ مزید یہ کہ پانچ سال سے کم عمر بچوں میں سے صرف 34 فی صد کا پیدائش کے وقت اندراج کیا جاتا ہے.

پاکستان میں بچوں کے حقوق سے متعلق اس پریشان کن صورتحال کو دیکھ کر ڈیجی میپ اور اس کے ممبر ادارے بھی تشویش کا اظہار کر رہے ہیں. کابینہ ممبرز اس بات کا اعادہ کر رہے ہیں کہ ملک بھر میں ڈیجیٹل میڈیا سے وابسطہ صحافیوں کو اس حوالے سے پہلے سے بڑھ کر کردار ادا کرنا ہوگا۔ بچوں کے حقوق کی جہاں بھی خلاف ورزی ہو اسے سامنے لانے اور اس کے حل کے لئے بھی کردار ادا کرنے کی ضرورت ہے۔ساتھ ساتھ بچوں اور نوجوانوں کے لیے متعلقہ مسائل پر اپنے تحفظات کا اظہار کرنے کے لیے پلیٹ فارم کا قیام بھی ناگزیر ہے۔

ڈیجی میپ کے صدر سبوخ سید نے ڈیجیٹل میڈیا کے صحافیوں پر زور دیا کہ وہ اس دن کے حوالے سے منعقد ہونے والے تعلیمی و دیگر تقریبات کی بہترین کوریج کریں جو بچوں کے حقوق اور معیاری تعلیم کی اہمیت کے بارے میں بیداری پیدا کریں۔ انہوں نے ایسی پالیسیاں اور اقدامات اٹھانے پر بھی زور دیا جو بچوں کی فلاح و بہبود کی حفاظت اور معاونت کرتے ہوں۔ بچوں کو آرٹ، موسیقی اور مختلف تخلیقی سرگرمیوں کے ذریعے اظہار خیال کرنے اور ڈیجیٹل میڈیا پلیٹ فارمز پر اپنی صلاحیتوں کو ظاہر کرنے کی حوصلہ افزائی کی جانی چاہئے۔ انھوں نے مزید کہا کہ تمام بچوں کے پس منظر سے قطع نظر سب کے لئے یکساں مواقع اور تعلیم اور وسائل تک رسائی کو یقینی بنانا بہت ضروری ہے۔

جنرل سیکرٹری ڈیجی میپ عدنان عامر نے کہا کہ بچوں کے حقوق کا تحفظ بنیادی طور پر حکومت اور اس کے اداروں کی ذمہ داری ہے۔ ہم اپنی رکن تنظیموں پر زور دیتے ہیں کہ وہ بچوں کے حقوق کی خلاف ورزیوں پر روشنی ڈالیں اور متعلقہ اداروں اور حکام کو ایسی خلاف ورزیوں کے خلاف بروقت اور سخت اقدامات کرنے کے لیے جوابدہ ٹھہرائیں۔ ہم متعلقہ حکام سے یہ بھی مطالبہ کرتے ہیں کہ وہ پاکستان میں بچوں کے حقوق کے فروغ اور تحفظ کے لیے سالانہ بجٹ میں خاطر خواہ رقم مختص کرے۔

عالمی یوم اطفال 2023 کا تھیم ”ہر حق – ہر بچے کے لیے” ہے۔ ڈیجی میپ کے پلیٹ فارم سے ہم اس بات پر پختہ یقین رکھتے ہیں کہ پاکستان میں ہمارے بچوں کی موجودہ صورتحال کو تسلی بخش بنائے بغیر ایک بہتر اور خوشحال پاکستان کی توقع نہیں کی جا سکتی۔ ہماری آنے والی نسلوں کو دنیا کی قیادت کرنے کے قابل بنانے کے لیے اپنے بچوں پر مناسب سرمایہ کاری ضروری ہے۔

DigiMAP Stand for Children’s Rights on Universal Children’s Day

Islamabad, 20 Nov 2023 – November 20th marks Universal Children’s Day, commemorating the adoption of the UN Convention on the Rights of the Child by the UN General Assembly in 1989. DigiMAP reiterates its unwavering support for the unique rights of every child outlined in this convention.

At DigiMAP, we firmly uphold that children have distinct rights that must be honored, safeguarded, and fulfilled, even amidst challenging times. Notably, Pakistan holds the distinction of being the first Islamic country to ratify this pivotal convention.

Regrettably, children’s rights face severe challenges in many parts of Pakistan. Disturbing statistics from the Sahil Cruel Numbers Report reveal 2227 reported cases of child sexual abuse from January to June 2023, averaging 12 cases per day. Shockingly, research by PIDE shows Pakistan as home to the world’s second-highest number of out-of-school children, totaling 23 million aged five to sixteen. UNICEF reports approximately 3.3 million Pakistani children trapped in child labor. Moreover, alarming rates of underage marriages and low national birth registration rates further compound the issue.

Responding to this alarming situation, the DigiMAP cabinet underscores the crucial role of digital media journalists across Pakistan. Prioritizing children’s voices and rights is paramount to building a brighter future for all.

Universal Children’s Day, an initiative by the United Nations, emphasizes children’s fundamental rights, encompassing education, health, protection, and involvement in decisions affecting their lives.

President Sabookh Syed of DigiMAP urged digital media journalists to commemorate this occasion by promoting educational events that emphasize children’s rights and underscore the significance of quality education. He emphasized the advocacy for policies and initiatives aimed at safeguarding and nurturing children’s welfare. Additionally, he advised the facilitation of avenues for children to express themselves through artistic and creative endeavors, promoting their talents on digital platforms.

General Secretary Adnan Aamir emphasizes the governmental responsibility in safeguarding children’s rights. DigiMAP urges member organizations to spotlight violations and hold authorities accountable, urging timely and strict actions. Additionally, there’s a call for adequate budget allocation from government bodies to protect and promote child rights in Pakistan.

Aligning with the theme for World Children’s Day 2023, ‘For every child, every right,’ DigiMAP stresses the imperative of investing in Pakistan’s children for a more promising future. Comprehensive investment today guarantees a prosperous tomorrow.
