ISLAMABAD DECLARATION

The Islamabad Journalist Safety Forum 2022, held in the Pakistani capital on December 6, 2022, to mark the 10th anniversary of the UN Plan of Action on Safety of Journalists and the Issue of Impunity acknowledges the impact of the Plan in the Asian region in galvanizing broad-based support for safety of journalists and its link with media freedoms and functional democracy.

The Forum acknowledges the significant levels of collaboration among media, civil society, the State and international actors in many regions of Asia, including Pakistan, in pushing the journalists’ safety agenda to scales where they have become national agendas.

The Forum acknowledges the support of international actors such as the UN system, media support groups and other unilateral and multilateral forums in furthering the cause of safety of journalists and appeals for this support to continue on a sustained basis.

The Forum supported the movement for safety for journalists in Pakistan, the achievements made by the Pakistan Journalists Safety Coalition and its supporters in employing the UN Plan of Action in generating a critical mass of support for safety of journalists.

The Forum welcomes the participation in the Forum of the Prime Minister of Pakistan, Shehbaz Sharif, and his promise to prioritize the issue of safety of journalists. It called for the following steps in improving some of its successes against reducing violence against journalists to focus on now reducing the levels of impunity of crimes against journalists in Pakistan:

• Operationalize the safety commissions – the federal and Sindh laws must be activated to deliver on their promises.
• Universal protection: Blanket legal support for combating impunity of crimes against journalists – pass similar legislation on safety of journalists in Balochistan, Khyber Pakhtunkhwa and Punjab.
• Zero qualifiers on benefitting from safety laws – the federal government must amend the federal law on safety of journalists to remove its Section 6 that forces journalists to prove ‘good faith’ to qualify to benefit from the law.
• Decriminalizing online dissent: Combating cybercrime is essential to safe internet but this must not be an excuse to hound media practitioners. Journalists must be taken out of the purview of any restriction on online expression through laws such as cybercrime law or other regulations.
• Safety of women journalists: The federal and provincial governments must announce support for an end to restrictions, attacks and intimidation of women journalists, both offline and online because without women freely able to practice journalism, Pakistan cannot have public interest journalism.
• Election commitment: Ahead of the general elections next year, all political parties registered with the Election Commission of Pakistan must include a separate section in their manifesto guaranteeing safety of journalists, freedom of expression and right to information.

(Islamabad, 6 December 2022) Prime Minister Shehbaz Sharif on Tuesday said that his government was committed to ensuring the safety of journalists and would work for the effective implementation of the federal law for the protection of journalists.

Mr. Sharif was delivering the keynote address at the Islamabad Journalist Safety Forum, jointly organised by Freedom Network and the Pakistan Journalists’ Safety Coalition (PJSC). The event marked the 10-year anniversary of the United Nations Plan of Action on the Safety of Journalists and the Issue of Impunity by examining the plan’s impact on Pakistan and Asia.

“Sustainable engagement and collaboration among the State, media, civil society, parliament and the UN and other international bodies is the only way to combat impunity of crimes against journalists everywhere in the world, including Pakistan,” Mr. Sharif said. “My government would like to be part of efforts of all relevant stakeholders in making Pakistani democracy stronger through free media and safer journalists.”

The Prime Minister said he would practically take up the matter of the lack of implementation of the federal journalists’ safety law and “complete the steps” necessary to set up the safety commission envisioned under the law for investigation and prosecution. He said he would also “certainly look into” the controversial Section 6 of the federal law, which requires journalists to meet a good-faith condition to receive protection, and see how it can be overcome in consultation with journalists.

Earlier, the PJSC Chairperson Hamid Mir had welcomed the national and international participants to the event. Mr. Mir said murderers were convicted in only two out of 53 cases of Pakistani journalists killed between 2012 and 2022, indicating widespread impunity for perpetrators of attacks on journalists. He demanded that justice must be served in the cases of all these journalists.

Lars Bestle, the Regional Director for Asia at IMS (International Media Support), said all stakeholders in Pakistan have done well in terms of the collaborative spirit promoted by the UN Plan of Action so much so that Pakistan has become the first country in Asia to specifically legislate on the safety of journalists.

“This result has been possible due to the popular consensus in Pakistan that safety of journalists is not just a matter for the media but is integral to the very mission of democracy,” Mr. Bestle said.

The Ambassadors of Denmark, Norway, and France addressed the gathering and appreciated Pakistan’s recent legal framework for the protection of journalists while stressing the need for enforcement of the safety laws.

A research study examining the implementation progress of the UN Plan of Action in Pakistan prepared by the Institute of Research, Development & Advocacy was also launched at the event. The report shows that the various stakeholders of journalists’ safety in Pakistan have altogether produced significant actions with short to medium-term implications, giving the country an overall score of 1.64 on a scale of 0 to 3. However, the report notes that this performance has not been able to reduce or end impunity in attacks on journalists.

A panel discussion with journalists AsmaShirazi, Nighat Dad, JabbarKhattak, Muhammad Usman, Saleem Shahid, and Iqbal Khattak shared suggestions to improve the physical, financial, and digital safety of Pakistani journalists in the future.

The Digital Media Alliance of Pakistan (DigiMAP) strongly condemns the murderous attempt by unidentified armed persons against CEO Ibex Media Network (IMN) Aly Mujeeb late on Friday.

DigiMAP also condemns the criminal apathy of the Gilgit-Baltistan government and demands measures to ensure immediate arrest of persons involved in the incident.

While condemning the kidnapping attempt, DigiMAP President Sabookh Syed demanded of the GB government to end this policy of criminal silence in violence against journalists in GB.

The DigiMAP president said it is not a new practice to silence critical voices in Pakistan as many other digital media journalists have survived such attempts.

Sabookh Syed also voiced concern over the criminal apathy adopted by the government and other high ups in GB.

He also voiced concern over the silence of journalists unions across Pakistan, adding that the safety and security of digital media journalists is at risk in Pakistan due to apathy of journalists unions in Pakistan.

According to details, armed men attempted to abduct CEO Ibex Media Network (IMN) Aly Mujeeb late on Friday in Gilgit.

The incident occurred at about 10.45pm in the parking area of IMN office at Zulfiqar Abad Jutial, Gilgit.

“I was about to get into my car when three armed men showed up in the parking area,” said Mujeeeb, adding one of the armed man ‘put me at gunpoint ordering me to keep quiet or else he would shoot me.”

In the meanwhile another man tried to enter the car from the other door. However a scuffle between the perpetrator and CEO IMN resulted in accidental fire which prevented the second man from entering the car.

In the meanwhile Mujeeb said he was able to snatch the pistol from the person aiming at him.

“On being disarmed, the perpetrators ran away by a motorbike they had appeared to have parked on the roadside,” he added.

Senior journalist and Chief Editor IMN Shabbir Mir said the incident was horrific as it involved attempted kidnapping. “It was first of its kind in Gilgit-Baltistan,” said Mir about the incident.

The chief editor said he was shocked over the government’s indifferent attitude towards the heinous incident.

“After three days, there isn’t any official statement from the government condemning the incident,” said Mir, adding neither the CM Khalid Kurshid nor did the minister of Information take any notice of the incident.

The incident has raised serious questions over the safety of media men working in difficult circumstances.
